Andrew A. Toole, PhD, is an economist specializing in innovation, intellectual property, technical change, and market performance. He served as Chief Economist at the U.S. Patent and Trademark Office (USPTO) from 2018 to 2025, and previously as USPTO Deputy Chief Economist (2015–2018) and Evaluation Officer (2020–2025). In these roles he led the agency's economic research program, built and published the major USPTO datasets now used across industry and academia, and advised senior leadership on evidence-based patent, trademark, and innovation policy.
Dr. Toole holds a PhD and MA in economics from Michigan State University and a BA in economics from Kalamazoo College. He was a Research Associate at Stanford University's Institute for Economic Policy Research, held tenure-track faculty positions at Rutgers University and Illinois State University, was a Lecturer in the Applied Economics program at Johns Hopkins University, and served as Research Associate at ZEW – Leibniz Centre for European Economic Research (2008–2025).
His research has been published in the American Economic Journal: Economic Policy, Review of Economics and Statistics, Journal of Law and Economics, Management Science, European Economic Review, Research Policy, and Nature Biotechnology, among others.
